I believe it was mentioned that he was at the pinnacle of legend rank, just hadn’t fully comprehended his Law enough to be called a full Demigod rank yet; which is why our MC’s advice early on in meeting him was so welcome and helpful and why that was all he had to do back in town to become a Demigod to fight off the main army.
