   So the weapon give you 10% qnd using it 9 times or something can do it to 90% , summary broken as fk , dont know why it was considered bad weapon

      Because it doesn’t have any other major buff and hence only a certain range of classes or a certain class can bring out it’s potential, these types of weapons are called class specific weapon.
